Steel Water Tank Seismic Anchorage

I have designed a 80,000 gallon water steel tank and I need some guidance on how to the anchor the tank to a concrete slab. There will 12 equally spaced anchors around a 20'-6" diameter tank. Seismic forces govern the overturning moment. The max uplift force is about 7 kips. I was thinking of using angle clips with 1" diameter anchors (ASTM F1554 Grade 36). Can anyone guide me to a good rational method for designing the clip angle?
 
Note that the second link above is the document that I referenced (I referenced a newer version, but am assuming that part is relatively unchanged.)
