Kindly provide the recommended storage temperature for methanol in the tank according to applicable codes, standards, or any other relevant references, and specify the reference source. Also the standard state blanketing and PVRV requirement.

Do you have active cooling?

If not then it's ambient temperature and solar which sets your temp.

BP at sea level is 65C

Needs blanketing with inert gas.

Methanol is horrible stuff to deal with. Take care with it

according to applicable codes, standards
Applicable in what jurisdiction?
Where and what for do you store methanol?

Suggest selecting a pressure vessel rather than a low pressure tank so you can minimise vaporisation losses - this should be possible for small storage volumes. Design pressure should provide sufficient headroom for inert gas padding and for daily nightime / daytime temp variations and its effects on vapor space pressure. Keep the vessel away from direct sunlight in a cool well ventilated location and keep it electrically grounded.

As low as possible. And below 65C to avoid boiling and pressures higher than atmospheric.

There is no fixed temperature unless you're trying to meet some emission regulations. But you're not giving us much to go on here.

your local legislation may limit the evaporation. This may require vapor recovery and/or low storage temperature.

Storage temp
Having worked for ~10 years in close contact with methanol I have encountered various storages and all of them are at atm temp. Actually I can't imagine situation when refrigeration or winterizing would be required. I have not heard of MeOH boiling menthioned above, I am not sure if this threat is real regarding to a proper coating will be applied.

Blanketing
Regarding general principles of MeOH storage there is no a one universal advise "do this way ..." I should say. In your particular case the critical point is what for you are going to produce MeOH.
If MeOH is for marketing puprose then I suppose MeOH grade AA and strict rules to avoid liquid contamination. Some insights can be found in Methanol Institute Manual
If you are keen on MeOH quality then sure a dry gas padding (not necessary nitrogen) or vapors recovery are preferred.
If MeOH is intended for a captive or specific use then any storage option is applicable depending on tolerable process losses, sorrounding premisses air pollution level, and loss of MeOH quality. The cheapest option is to store in horizontal/vertical vessels/tanks with venting directly to atmosphere.

The real issue I have encountered was the overfill line heavy dripping at hot weather conditions because of siphoning. Also having experience with the most primitive storage tanks I warn you that process losses during hot weather will be surprisingly high and noticeably affects cash flows.
I also warn you of bootleging safety. Many jurisdictions apply strict rules to MeOH storage/loading/dispencing premisses to avoid MeOH infiltration to food market, what is a surprise for a newcomer to this industry. Very strict.

PVRV
What do you mean PVRV? Do you mean a user is allowed to operate a tank not protected with PVRV?
