Structural engineer with question for mechanical engineer: rooftop equipment weights

Regarding rooftop equipment, in this case a condensing unit, is there a difference between operating weight and net weight? Please see the attached product details for a particular unit. It has a "net weight" of 530 lb. Would this include the weight of the unit with fluid and any required accessories? I called the manufacturer but they apparently are experiencing a power outage.

Yes, there is a difference. The net weight figure would not include fluid weight, but in this case you are dealing with refrigerant, which will be fairly negligible some of it will be gas and some of it will be liquid in the condenser. Use 550 lbs to make things simple.
