Can some body help me in finding out the best software for Survey. To plot contours, DTM, volume calculations, alingnment design, crossection and LS ploting and graphically visulising,( like virtual tour ) etc.

Take a look at my reply to COGO. PC Survey may be too simple for
your requirements, but it will do every thing that you mentioned in your post.

I think Microsatation is a Drafting sW similar to ACAD.
But How far it will help me in my civil applications.
 
could you please tell me for what works will u use that sw. you can applicate all those works in your explanation at the top. why dont u use acad?
and also u can develop those sw's(acad and microstation) by using programming languages like basic,MDL etc.

I am looking for Road & rail way design. My application is to plan a road project, where the program should optimize the allignment, valume calculations, curve designs section ploting etc..

 
For road projects, I hate to say (as I'm mostly an Autocad person), but MicroStation with Geopak is probably one of the best programs.
 
I suggest you Land Development + Civil Survey, it is the most complete program, and have an Autocad Platform easy to use. And you have the support of Autodesk.
