I spent some of my holiday vacation verifying the bolt root area in TEMA 8th Edition, Table D-5M. I realize the 8th edition is quite old, but it was the only one I had access to during the holidays. It was quite an effort and I hope it helps someone.
I used the procedure as outlined in the following website and calculated very favorable results:

I'll attach an image of the first bolt with an indication of how close the number is as a percent difference. I'm confident this is the same procedure used within TEMA but do not know with 100% certainty.
