Testing 12kv rated capacitors

Has anyone in this past century... applied 120v across 12kv rated individual capacitors, and measured the current?

Engineer wants us to do that, in addition to checking capacitance using our Capacitance Meter.

That sounds like a derivation of the Doble test for caps. If you had a phase angle meter (Arbiter makes a good one), you can extrapolate even more useful information.
 
I definitely have a Doble. That's why I am confused why they want us to do it in this manner. Just seems odd.
 
How about testing with Doble at 120V and both parties are happy?
