Ties at anchor bolts

Are ties required to enclose anchor bolts at frame column footings? Can anyone direct me to a code reference on this? I found a reference for anchor bolts embedded in concrete columns (2001 CBC Section 1921.4.4.8), but i couldn't find anything similar for anchor bolts at steel to concrete footing connections...

NO.

But, make sure the loads don't pull the anchor bolt out. ACI 318-2002 (and the IBC 2000) has an appendix that give a method to check this.

The anchor bolts are tied to the rebar mat(s) and a wooden template may be used to maintain horizontal and vertical spacing. Since the bar spacing at columns is usually decreased, why not design the mat to locate the anchor bolts at the desired locations.
