Somehow, in the third world, the opinion is that ASME B31.1 and B31.3 are the ONLY sets of rules that you need on your shelves and that they will answer all piping system questions..... NOT TRUE ...
I don't know how many eng-tips questions I have seen posted on these fora that state " Show me where it says in B31.3 I can't do XXX"
That is not how these standards work .... Read the Introduction and Scope
It is more useful to think of B31.1 and B31.3 as a gateway to other piping and mechanical related codes and standards.
Here is one ASTM standard (of many) that covers the rules for fabricating plate into pressure piping.

It shall be consider that diameter tolerance and ovality are different subjects. In some case ovality may be accepted but diameter is out of range. So Refer to meaning of ovality.
