I have a piece that machined and chrome plated at .510 +.002 -.000 with a chrome thickness of .00001, what should the new machining dimensions be if I change frome chrome to Hard Annodze with a thickness of .0008 to .0012

That depends. You can cover it with a ote stating that the dimensions shown are before treatment or after treatment. Then adjust your nominal and tolerance accordingly.
