toolbar commands problem 1

i have toolbar commands problem in winxp
why does not toolbar position and commands remain permanent.

To save toolbar layouts (positions), go to Preferences -> User Interface then make sure Save layout at exit is checked.

I'm not sure what you mean by commands not remaining permanent. I've never heard of UG losing commands before.
