In the design of transportable skids constructed of structural steel, what kind of impact loading or safety factors should be applied to the dead load of the equipment for the structural steel design. All the equipment, piping, floor plate, insulation panels will be mounted to a steel skeleton (skid) and transported as a unit.

Maximum figures I ever saw and have in mind are a factor of 2 applied to equipment weight because of (very badly done) lifting operations, and 1g horizontal for truck and sea transportation.
Of course these are very conservative figures: your product specification should state those values.
