Trying to prevent ZnCl2 to react with steel

Working on a battery with a steel casing.
Steel casing is lined with graphite paint but the zncl2 inside the battery still reacts with the steel.
Does Ag react with ZnCl2 ? is there a way to coat Pure graphite on steel (enough to prevent the reaction with ZnCl2)
I have tried to use 0.02mm pure graphite flake foil whoch seems to work but will be cost prohibitive in mass production.

Well , the idea is a new technology we are working on.
Other chemistry batteries do not have the issue of zncl2 , in our research we are bound by zncl2 for other reasons.
Graphite does protect the steel but trying apply it to the inside of a can is still a challenge.

 
ZnCl2 battery chemistry appears to have been around for a long time: It looks like there's supposed to be metallic zinc electrode that would protect an external steel casing?

Again , I am looking to prevent the zncl2 reacting with steel by means of a conductive barrier coating , I think I have passed the basic battery chemistry lessons.
Zinc acts as an anode in a conventional zinc-carbon battery and does not use a steel can for conductivity.
I am looking for insight as to how best apply a pure graphite coating or alternative coating such as Ag to prevent short circuiting as a result of zncl2 reacting.
 
It would be best to electroplate Silver, I think. But, you may have to deal with oxidation of the silver. Have you thought about chrome/nickel steel:
