U Stamp without National Board Registration?

Hello to everybody,
this is my first writing in the forum, despite I already took a lot of tips from it. I hope to share with you my know how for a common advantage

We have to supply some pressure vessels, as per client's requirement these have to be U stamped.

I just now received a quotation from a vendor, stating "ASME U Stamp vessel without National Board Registration"

What does it mean? This is the first time I face this problem.

Does it mean that they are going to design, fabricate and test the vessel as per ASME VIII Div 1 rules, but they are not certifying this? So does it mean that they are not going to involve an AI to certify?

No. Vessel will be code stamped and AI will sign U1A form.

National board registration is a process where the original U1 or U1A form is sent to the national board for a permanent record of the vessel and it's future repairs or alterations.

NB registation is required in some jurisdictions but not by others. It is the responsibility of the purchaser/user to determine whether it is required or not

We register each and every vessel out of our shop whether it's required or not, just for a record for the vessel.
 
These are pressure vessels fabricated in Saudi Arabia and to be operated in Saudi Arabia.
I searched into National Board website about different countries requirements, but with no success.
Anybody experienced something for Saudi Arabia?
 
NB registration is for record keeping only. If the vessels are to be installed in Saudi, I don't think you need NB registration.
 
I think the intent there is to say that NB registration is not required or not applicable, not to prohibit it.

could be the mfg did not put money in his bid to supply it and he is tight on his bid, but did want to clarify that it is not included.

it is a nominal cost, but not for free.

wish we could get all ours done for 2 bucks

2.30 for little bitty pots

most of ours are in the 70 to 90 dollar range

i don't know how big or how many vessels this poster is talking about.
 
I don't see anything secretive or fraud.

As the poster said, the vessels were quoted by a Saudi fabricator and to be installed in Saudi. I don't remember any Saudi project required NB registration even though all vessels are made per ASME code.

There is no need for a Saudi fabricator to get NB stamp unless it make vessels for US clients.

 
Agree totally with jamesl - I have been involved in installation of many ASME designed and fabricated vessels, none of which have had NB registration, but then none of those were fabricated in the US. ASME U Stamp is even not necessary when PED compliance is required.

James is right, just simply not required in Saudi Arabia to be NB registered. The Saudi U stamp holder may not even have a NB Certificate to register vessels with the National Board. Mfr will still complete U-1 or U-1A Data Report for completed vessel with AI involvement.
 
One advantage of NB registration is after the manufacturer and/or owner have gone belly up and/or lost all the records, the NB can supply the U-1 so that a manufacturer trying to replace the original has something to go on.
