ASME Sec VIII Div. 1
Maximum rate of heating = 400 Deg.F

An item was PWHT to 800 deg. F then sat at 800F for 1 hr then increased to 1100F in a matter of 15 minutes, does this satisfy UCS-56(d), which states a maximum heating rate of 400F/hr above 800F?

(1100F-800F)/(0.25hr)= 1200F/hr

I'd say no, this was heated too fast.

If you review UCS-56, the maximum rate of heating regardless of thickness is 400 deg F/hr, see below,

(2) Above 800°F (425°C), the rate79 of heating shall
be not more than 400°F/hr (222°C/h) divided by the maximum
metal thickness of the shell or head plate in inches,
but in no case more than 400°F/hr (222°C/h).

You can do the math.
