If I use the ratio in UCS-66.1 to lower the MDMT (-35F) of a curve B material (SA-516-70 as rolled) do I need to take into account UCS-67 and use impacted tested consumables? Common sense tells me yes, but it isn't explicitly stated....unless I am missing it.

No, if non-impacted consumables qualify impact tested PQR, then it already proves that weld consumable used is capable of sustaining low temperature impact loads.
 
UCS-67 requires WPS used or specifically weld metal to be impact tested.Try a sample with non-impact tested consumables, then there is no need to use impact tested consumables
 
In my opinion, in your case, welding procedure qualification shall include impact testing of welds and heat affected zones.

Further, impact tested consumables in lieu of impact tested welding procedures permitted only if following conditions apply:

1- base metal is exempt from impact testing by UCS-66(g)and that MDMT is no colder than -29C but not colder than -48C or
2- base metal is exempt from impact testing by Figure UCS-66 and that material belongs to curve C or D and that MDMT is no colder than -29C but not colder than -48C.


If base metal is exempt from impact testing by UG-20(f), welding procedures are also exempted.

How do you interpret the sentence in UCS-67:
"The minimum design metal temperature used below shall be either the MDMT stamped on the nameplate or the exemption temperature of the welded component before applying the temperature reduction permitted by UCS-66(b) or UCS-68(c)."

MDMT before reduction is -20F.
