When converting an NX6 inches part file to metric, the displayed dimensions in the sketch are metric. When you edit the sketch dimensions, the values are in inches. Is this a bug in NX6?

NO, the UNITS of an Expression are considered to be 'design intent' and are preserved. The dimensions are Drafting objects and are therefore converted. They can be set back to the old units if you wish, but the Expressions will remain as they are.
