Does anyone know what prompted the addition to UHA-51 requiring impact testing for UNS S17400 materials in the 2013 Code?

This pretty much guess work, but: I'm guesssing this is more of a clarification rather than an actual change. Referring to the product specs the grain structure is not stated, therefore it is difficult to classify the material as to exemptions (if any) in UHA-51(d).
