I have been given the following data from a utility company: R1(pu): 2.5562; X1(pu): 6.1322; The base is 100 MCA. System Voltage is 12.47kV; LLL (Amps) is 717A; LG is 507Amps.
How can I find %R and %X? What is the X/R?

Assume you meant a base of 100 MVA. %Z is per-unit Z x 100. X/R is X divided by R.

But you should also request the Line-to-ground (or zero sequence) X and R.

You might want to do a Google search on the per-unit system.
