Which would give higher accuracy in measuring volumetric airflow rate - a vane flow meter with a flow hood or an airflow chamber designed as per AMCA 210-99?

An airflow chamber should be more accurate IF it's properly calibrated.

If you're seeing >10% difference between the chamber and flow hood, it may be your setup. Are you accounting for the additional pressure drop caused by the flow hood?
