I need to upgrade the design of a treatment plant in Arizona, but the state does not have any specific design requirements. I need to locate specific design guidelines such as the " ten state standards" or regs in nearby states. Can anybody give a websight?

I believe you are looking for "Recommended Standards for Wastewater Facilities". There are a couple of other standards also known as the 10 States Standards (for swimming pools, septic systems, and potable water treatment facilities). They're all available for a relatively low price at the following site:

Good luck

You may also want to check out the USEPA. They have many free and low cost guides for WWTP.

I believe what you are actually looking for is the Arizona Department of Environmental Quality (formerly AZ Dept of Health Services) Engineering Bulletin #11: Minimum Requirements for Design, Submission of Plans and Specifications for Sewerage Work. I have not been able to find a free PDF version of the document, but it is available for a small fee from ADEQ...try their website. The document is in dire need of updating, so I often refer to the Minimum Standards for Wastewater Facilities (formerly 10 States Standards). This document used to be readily available in PDF but now appears to require more in depth searching of the internet to get a free copy.
