Welder possibly used 308 filler on 16Ga sheet metal 316 part

Are there any detectable visual differences between the two filler rods after the part has been welded?

No, there will not be any visual difference.
 
What type environment will the part be exposed to?

The reason is that the general corrosion resistance of 316 SS is better than 304 SS. If you put a sample of each outside in certain atmospheres the 304 SS will show staining and spotty rust long before 316 SS.

It is a guard panel on a pharmaceutical labling machine. Not structural, only ambient temperatures.
 
There are no problems other than aesthetics in your case.

It should be ok since they normally don't use harsh cleaners on this part of the line and they wou;d keep it wiped down.

Cleaners with Chlorine will tend to rust 304 SS a lot quicker that 316 SS. Normally used SS cleaners will not cause any problems.
