Welding at webs only

I have an IPE 500 connected to dia. 660 pipe by fillet weld on web only. the IPE is profile cut to the pipe. can u consiser that joint as fixed? Basically only the web is connected. The flanges are free. Thanks.

Sketch (or photograph) your installation: I think I can visualized (understand) what I think you think you described, but I'm not sure.

If my understanding is correct, your joint has no resistance to motion (vibration or force) against ANY moment applied in either direction parallel to the two flanges of the WF shape. Therefore, no, it is not a suitable weld joint in the real world against real forces and moments acting anywhere on the pipe.

The weld (two fillet welds - one on each side of the web, right?) could only resist a force applied perfectly parallel to the web. Anything else? Failure.
 
It cannot be considered as a moment connection if the flanges are not connected.
 
The whole point of a fixed connection is to transfer the tension and compression components with little to no rotation at the joint. The tension and compression are commonly understood to be in the flanges. If you make these loads assume a load path that has them leaving the flanges, you have a pin connection, as this is only possible with rotation. You can't (yet) win against Physics.
