There is no restriction on fitting to fitting welding.

Clearly you need to install both rings before welding.
And make sure that you can insert bolts from the other side and don't clash with nuts and studs.

Why not two WN flanges?
Or Slip on?

Thanks a lot! Seems we are on the same page.
Reason for Lap Jt flanges, is that piping is Ti & no Ti flanges listed in B16.5.
