Is the information located in FEMA-353 referenced in the subject line now located somewhere in AISC341 or AISC360... or maybe AWS D1.1?

I am working on a project under the 2010 CBC and was looking for a similar code reference that I can note.

I attached a scan from FEMA353 of the info.. I was possibly even going to just add this info directly to the documents on S0.1 sheet General Notes.

That certainly sounds like about the right sequence and procedure to me. That’s about what any good welding engineer would recommend as good practice for that weld. There should be a welding procedure written for that weld, which should be part of the inspection and documentation process. And, I would expect that very wording and sequence to be spelled out in it. I don’t know that you have to repeat that verbiage on your drawings, but you could note “Weld per FEMA-353, chap. 4, para. 4.8" on the tail of the weld symbol.
 
For the welding sequence, see AISC 341-05 section W5.6. The requirements are a little different than FEMA 358. Similar requirement to AISC 341 are in AWS D1.8, but only certain portions of this code are referenced in the 2010 CBC.
