If you add in a set of welded flanges in a run of pipe.
The spec allows for flanges and flanges are already in the system, do you need to do an MOC?

Installing more flanges in an already flanged system, encreases the potencial for leaking so the risk of injuries, so IMO the need of a MOC.

Also a flange change the Hazardous area classification compared to a welded pipe.

So yes MOC required to look at all the consequences.

To add a final $0.02, yes, this requires an MoC. Given this is the petroleum forum, your area may fall under LDAR regulations. In such a case, the addition of a flanged connection may require adding that location to your required LDAR checks. You may or may not know this. However, a good MoC system would include an EHS professional, who should, if competent, catch anything that is overlooked by the submitter (like LDAR considerations).

That's the purpose of an MoC, and why is it is required even for something as "little" as adding a flanged connection in piping.
