Why do we allow leaking during testing the down hole safety vAlve

Hey guys
Anybody has an idea why leaking is permitted when u test the safety valve?

Maybe, Safety Valve, is not Control Valve, so whether the valve will function in emergency is key point for test, not for leakage.
