OK, lets say you have 40'x40'x60' tall building. On the top of building you have parapet that is 30'x20'x15' tall.

So, when I design the components and cladding on the parapet, what is a? (10% of least horizontal dimension). Is it the 40' or 20'?

P.S. Why is that all of the examples are always simple blocks when in reality it is not :-(.

The 10% least horizontal dimension, as I understand it, is with respect to the building. So this would apply to the 4 ft from the edge of the building. If the 30' parapet is centered on the building, then the 10% would not apply to the parapet.
 
Assuming your "parapet" is actually a screen wall (I gather that from your description, since a typical parapet would not be 15' tall), then I would use the 40' dimension.
 
yes a screen wall, but I have to design it like a parapet.

If you continue on in that section it also gives minimums, so any way 10% of 20 ft is 2 ft. 10% of 40 ft is 4 ft, and as stated in that section the minimum is 3ft. I would use 4ft for a (40ft length) and move on.
