If the power system is based on the UK system it is probably an MEN connection (Multiple Earth-Neutral) where the neutral line is connected to the earth at the power distribution box in the building. The earth connection is NEVER to be used as a power return and is a safety ground only, connected to exposed metal parts of the appliance.
Therefore you have 2-wire power, line and neutral.
Usually coloured brown or red for line, Blue or black for neutral and green/yellow stripe or solid green for earth.
itsmoked's question on power frequency will have a bearing on how well an aircon will run though. Iraq has 50Hz power so if you are using a 60Hz aircon it should be on a short power lead with minimum voltage drop as the motor will 16% slow as it is and have less starting torque.
