It is generally known as a vented relief valve.

The solenoid labelled S5 is used to switch the valve on and off.

When the solenoid is not energised, there can be no pressure at the top of the valve and it will open at a low pressure.

When pressure is required, the solenoid is energised, pressure builds in the top of the valve, holding it closed. The valve just above the relief valve is compensator and it is operated by the rising pressure and works to keep the valve stable.

Pressure will rise until the value of the spring is reached and the valve will open to maintain the set pressure (high pressure)

Turning the solenoid off will cause the pressure to decay on the top of the relief valve, the valve will open (low pressure).

These valves are used to turn the pressure on and off, whilst having the ability to limit pressure at the same time.
