We use this on structural steel in our facility. Can apply 2 coats with 3 hours. Very fast drying and designed for industrial area.

Anything that exceeds 500 PSI on the ASTM D4541 test is what you want. That's a standard for most of the High Performance Epoxies on the market: SW Macropoxy 636, Devoe 235, Gulf Coast Paint's CM-15, Rustoleum 9100.

I would contact the manufacturer and ask if the product can handle NaOH 40%.

Steve is correct. I would recommend an acrylic aliphatic polyisocyante. Acrylics have excellent UV & Gloss retention. 2 urethanes our facility uses is Rustoleum 9800 & Gulf Coast Paint CT-398. Both products have over 3500 hours in the QUV which shows the weathering effect on...
I would use an Epoxy Mastic Coating. CM-15 Epoxy Mastic from Gulf Coast Paint is a good product we've used in our facility. Self priming, great for immersion.
Acrylic's don't have very chemical resistance. You are also correct about epoxy durability. There's a company in Portland, OR called Technical Coatings Int'l that has a very good epoxy line and sealant caulking that might be good for this application.

Here's a potential as a fix that will hold you over. I've used this over tight rust before on steel beams and it worked great.

I would not use a polyurethane in this situation. I would recommend a Cyclo-Aliphatic Epoxy. They're designed for immersion in these situations. Polyurethanes are generally used for UV protection, gloss retention, etc.
We use a Moisture Cured Urethane in our facility over rusty surfaces. It's the best I've seen at sealing it, but it doesn't last forever. All we do is knock off mill scale and apply coating to tight rust. We use Gulf Coast Paint MCU-100 Aluminum...
