why the sequence of brick retainer rings in which the gaps are in front of each other is incorrect?

in refractory lines, there is some metal arcs called " brick retainer rings".
if there is an metal expansion joint in the line, in order to prohibiting of expansion joint locking, two sets of brick retainer rings will be placed beside the expansion joint and the volume under expansion joint...

i saw a1.1 , but in note 1 it says that under-tolerance is 0.01 in and in the first row of the table , over tolerance is mentioned!?
