Post tensioning is a way to solve the problem.

The case you have is very common for bridge cap beam seismic retrofit. You definitely have to extend the new section through the column so that it will be effective for the shear. We used pretty much the same concept as you have. Using dowel bars and design based on shear friction and also have...
These problems are not uncommon in ANSYS. I would suggest try exactly the same thing several times. If that still doesn't work, contact ANSYS if you have to put on nodes instead of lines.

stressed is correct. Do that through stiffness modifier. However, read the SAP2000 manual for how each component(direction) is defined since that could be confusing for first time user. A lot of times it is the opposite way than you think it is.

If you design a bridge bearing pad, you may want to know the joint rotation at the location of bearing pad.

I feel it is not a very good idea to use the rail since they are not good for bending. There are times we use a wide flange encased by concrete when the excavation is deep. But in that case, we only rely on the wide flange. I doubted it can be considered as a fully composite section. You may let...
Do you have to do this on a mobile device?
There is a free program much like MathCad called Smath Studio.
I used the desktop version before and it works pretty well.
http://www.smathstudio.com/. But I just looked at their website. It seems that they have mobile app too.Good luck!

JedClampett is right. This is very basic.
There is a free program developed by WSDOT and TX Dot called PGSuper.
That is used for design bridges. Not sure what kind of superstructure you have though.

We used SAP2000 a lot. But we never use that for steel design. It is only for analysis though the program can do the steel check for you.
If you do mostly steel design, I would recommend RAM Steel.

Larger column bars get rejected?
Don't tell me they are doing some displacement based seismic design stuff. Hinge the column to protect the superstructure? In that case, larger size column dowel may be rejected. Where is your project located? Is it in a seismic zone?[afro]

Yes, if the your bolt or concrete stub fails, it will affect your frame. I think when you check your bolt and its anchorage in concrete, you need to model the frame as fixed at the base so that you get the correct loads(moment, shear or column uplift if there is any) for the base connection.If...
First, you need to reanalyze your structure assuming a moment connection instead of pin at the base.
Second, based on what you said, you concrete stub is able to take the load. It's just because the concrete stub failure will happen before steel yielding. I am not sure if that is really something...
This is a very basic question. Do a google search and you should find tons of information that any of them may help you to solve your program.

It looks to me that in your 2D anlysis, the membrane behavior of the slab is ignored which is conservative. The membrane behavior does help to take even the gravity load.In think in SAP2000 which is the same family as SAFE,you can specify different thickness for slab bending and membrane...
