From what I can tell, condensing boilers may not work in the application, they use heat exchangers at the end of the line, which are sized for a hot side temperature coming from a non-condensing boiler. Meaning you would need to replace the HX's with much larger HX's, as condensing boilers...

If your main system pump is larger (flow/head) than the HX pump, then it should work. The small pump cannot overcome the larger pump in the decoupler.
I have seen such an arrangement with the decoupler barely 12" long and it worked.
with this kind of water use and blow-down, you should look into chemical free Dolphin water treatment system. With Dolphin, you will increase of cycles to 6 to 8 (from 3 to 6) and no chemicals in your system.
AND, you can recover and re-use blow-down for other uses such as irrigation.

You need to have a single decoupler piping arrangement (not three). The SCWHP are getting water from other decouplers when other chillers not in use.

Water velocity in pipes should not be less that 1.5 FPS. Less than 1.5 FPS, the water will will not carry air with it, air will not be picked up at highest point or at air separator, which will lead to premature pipe corrosion.
