In particular a vessel is not a Code Vessel until the Data Report is signed which is after hydrotest.
So, ASME Vessel manufactures are real particular around the end of December in order to keep there file logs and NB numbers in line.

However, the problem you can run into is if the Filler Metal designation changes in a new edition of AWS D1.1 and your PQR was qualified to a previous addition like 1996.
