Fusion welding is different from pressure welding in principle. HFW pipes have inherent risk in my opinion.
However, this depends on your specific requirements/specifications and application in your case.

You may notice that we can order PSL 2 for pipe size less than 4.5" or bevelled end from pipe manufacturers.
The standard could be changed. For an example, the steel shall be killed as per ASTM A36 current edition. However, killed steel is the requirement only for thick plate as per ASTM A36 - 08.
You should discuss with your customer about the CSL (Casting Specification Level). I understand that you can refer to API Spec 20A.
However, If I am your customer, I may stick with forging to minimize the risk.
In parallel, you may directly ask the vendor who wants to sell their valves to you. They should know their own test result. You may not require the complete list of TAT.
