I figured this out on my own... I'm not sure if it is the correct way to do this but under \UGS\NX 7.5\UGII\modeling_standards there is a file called "NX502_threaded_hole_standards.xml" that if you open in notepad and find and replace all the fractions such as "5/16-18 UNC-2B" and replace it...
After reading through a few more posts I have come to the conclusion that this is not directly possible to do? It seems like the files in INH can take care of most problems except for the fraction to decimal issue I am running into.
