I don't know if this will help but I've often run into this as an "edge on edge" display problem. You can fix it by turning hidden lines off in the view, VDE the line in question (which should show up now) to a solid line (instead of original), turn hidden lines back on and VDE object segments...

as of 7.5 you can merge cells or in you can select a cell -> edit style -> cell tab and edit the cell border in the "order area.

Depends on the culture you're coming from. In my experience the more precision the operation the less gets left up to the toolies.
