To get your "true" dimension, just use the smart-dimension tool outside of a sketch, and select the two points you want to measure between or alternately just use the measure tool if your are just needing to know for your curiosity.

From my experience, I would say that it is "technically" correct to hatch this way. But for clarity purposes, hatching for adjacent parts should be at different angles so that they do not line up and it is hard to distinguish where one part starts and another part ends.

I would suggest you draw a construction line to base your text off of. Should solve most if not all of your problem because there are other features within the sketch text function to allow you to get your words facing the right way.
