You know different impeller diameter with different pump performance curve.There is no comparability with different impellers.You have to reselect the correct operating duty point from curve,pump speed,head,motor power,or your pump will not run normally.
Why not trying to change the pump speed...
Please tell more details such as Flow rate,Pump Head ,any gravel or sand in the seawater ?

If you use an undersized motor on a pump,the pump will not run normally,let alone the maximum Flow rate and Head.

Why do you keep fixating on "tolerance" ? +/- 1mm dimension is ok for your impeller tolerance.
You need a range of pump outputs ? Just test the standard impeller with changed flow rate/head/speed/NPSH.Then you will get the curve you need.

The shaft seal could use the packing seal(most widely used), expeller seal and mechanical seal.I think this pump is small,you may use mech seal which is not very expensive.

The greater the diameter of the impeller, the higher the Head.Different diameter of impellers to meet best operating conditions that will be close to the best efficiency point.
