Probably it would be helpful to quote the Section No. or Equation No. you are having trouble with. My german version of EN 13480-3 does not mention term "k" on its page 209, although contents generally should be equal.

I agree with Ashereng, there is no relation between ANSI and WOG. See also MSS-SP 25 "Standard Marking Systems for Valves, Fittings, Flanges and Unions", which is one of the few standards explaining the meaning of "WOG".

IMHO this symbol does not represent the flow through the seat as mentioned by zdas04, but the internals of the valve in a cross-sectional view. The horizontal line represents the disc.
Thus the normal flow (up through the seat) would be from left to right.
