    Any cable installed underground can be assumed wet. In conduit or direct buried it's going to be wet sooner or later. If it's not rated for wet locations assume trouble.

    It's not so much the "blast" as the fire. Once the tank is ruptured keep the fire from spreading, control the oil. Look up Transformer fire walls, Oil containment and control systems and deluge systems. Look at the USACE and BuREC standards.

    Are there any bulges in the sides or back? Is the core of the cable filled> If the door is big enough you don't need much pressure to blow it off. Water in the cable and a high load ( for what ever reason) could generate enough "steam" pressure to push a door off.

    Sounds like the motor is working to hard. Does the machine have the correct fan? Does the fan have adjustable inlet or outlet campers? IS it direct or a belt drive? If so are the drive pulleys correctly sized?
