Any cable installed underground can be assumed wet. In conduit or direct buried it's going to be wet sooner or later. If it's not rated for wet locations assume trouble.
If there is not a fire and a power outage your main fire pump is going to start every time the system leaks down a little. Your going to wear out the fire pump system by starting the whole system.

Sounds like the motor is working to hard. Does the machine have the correct fan? Does the fan have adjustable inlet or outlet campers? IS it direct or a belt drive? If so are the drive pulleys correctly sized?
