davissc, I think you will find that AutoCAD 2004 pretty much fixed the problem. It was also a Windows problem and Autodesk and MS got together this time around to work it out. I haven't had a problem since.

go to manusoft.com. download the shareware version of superpurge. do a hard purge on the layer you want gone. if there's something on the layer. it'll just delete it too.
do a search on the net for this program w2pdf171.exe. It's free and it sets up a plotter or printer configuration that you can plot to just like a plotter and it will create a PDF file. Works great.
There are some software products out there that will convert a dwf to a dwg. I can't recall any names or exactly where they are. Some of them are free some not so free. Just do a search of the web. You'll find a solution.
