Have AHJ indicating 2018 NYFC Section 903.3.1.1.1 of the Fire Code is requiring fire sprinklers above drop-in ceiling areas where automatic detection is not provided. The space above the ceiling is non-combustible (beams + bar joist, HVAC, typical office space systems.

Automatic sprinklers shall not be required in the following rooms "or areas" where such rooms "or areas" are protected with an approved automatic fire detection system in accordance with Section 907.2 that will respond to visible or invisible particles of combustion. Sprinklers shall not be omitted from a room merely because it is damp, of fire-resistance-rated construction or contains electrical equipment.

Hanging his hat on the word "area", that this space above the ceiling is an area. Do not think that is the spirit of the code.

Does the Fire Department in this ahj get involved in plan review / inspections???

If so are they any help??

Pull sections out of 13 and throw at the ahj!!!

Ask the ahj, for three addresses where this has been required…. See what answer you get.
