Application of ASCE 7 Chapter 12 on Nonbuilding Structures

I have had a general question about how to apply Ch 12 of ASCE 7-16 to nonbuilding structures. More specifically if I have a nonbuilding structure do I have to apply sections like 12.2.3.1 and 12.5.3.1? I have often seen people apply both to nonbuilding structures, but I can't find anything in Chapter 15 that states that these apply. All that I can find is where it says 12.4 and 12.8 apply, where applicable.

I see in Section 15.5.1 that nonbuilding structures similar to buildings are to be "designed in accordance with this standard as modified by this section", etc, which seems to me, would be the reference needed.

CHAPTER 12 SEISMIC DESIGN REQUIREMENTS FOR BUILDING STRUCTURES

CHAPTER 13 SEISMIC DESIGN REQUIREMENTS FOR NONSTRUCTURAL COMPONENTS

CHAPTER 15 SEISMIC DESIGN REQUIREMENTS FOR NONBUILDING STRUCTURES

You are expected to look to the relevant clauses of CHAPTER 15 for NONBUILDING STRUCTURES ( either nonbuilding structures similar to buildings or nonbuilding structures not similar to buildings ).
