Basement Retaining Wall Cost Expectations

I'm looking for a reasonable structural / civil engineer in AZ.. I need a rear garage basement retaining wall for a 35' x 35' garage/ 2nd story apartment. What should one expect cost wise of a design for a 10' rear retaining wall with side step downs as the slope decreases. I've gotten $3500 quotes that seem ridiculous when basements are common in the midwest.

That seems high. I would be under 2k.
Basement walls are common but cantilevered basement retaining walls (shown in your pic) - not so much.
It may not require a cantilevered wall. Depends on the geometry and opening locations.
