Composite lower segment not related to datums - Figure 11-35

So there's the fig in 2018:

Because the lower segment permits rotation relative to A does it mean the actual surface could be at angles like these?

EDIT: ignore my crappy job in the sections, imagine the contour is the 2 mm wide upper segment. I know it's the curve :)

The sketch on the right - yes, that can represent a possible result of the lower segment being unrelated to datum A.

The sketch on the left - no, this is a tapered feature in a tapered tolerance zone - such deformation is not possible. The 0.4 tolerance zone has to follow the true shape of the feature and can't accept a tapered feature like that.
