Concrete Pilaster Integral with Concrete Wall

I've got a long concrete wall that I have designed. Every 32' the wall is "bumped" to the inside of the building to create a concrete pilaster to support a steel column above.

My question is in regards to the horizontal wall reinforcing. In my detail, I continue the horizontal wall reinforcing, for both faces of the wall, thru the integral pilaster. I just received the rebar shop drawings and he is terminating the inside face horizontal bars, at each pilaster, via a 90 degree hook.

I have designed these pilasters as integral with the wall....to be poured at the same time. Cast as one monolithic piece.

I have never had a detailer detail this like this before. I have always passed the horizontal bars thru the pilaster with no issue. There is not a bar conflict issue....as the closed ties of the pilasters are spaced amply to allow passage of the wall reinforcing thru the pilaster cage.

I realize that my detail will take more effort...but....the pilasters are integral with the wall and are designed as such. I pulled my CRSI information I have here in the office and do not see any example where CRSI recommends detailing as is shown in these shop drawings.

I can see no good reason to terminate the inner horizontal bars with a hook. I would detail this condition using a lap-splice bar through the pilaster where you have Ld extending out both sides and then a horizontal bar that fits between the pilasters so that they do not need to thread a full length bar through the pilaster.

Are there any control joints? If any do the bars run through them?

Typically detail as you describe with wall bars continuous. But, in reality the wall may be spanning horizontal at the pilaster depending on how much stiffer it is. If the wall is supported at the top, it may have some plate action going on.
I believe i have seen detailers do as you describe. I don't recall whether i allowed it or not, but i could imagine the situation where it would be seen as acceptable.
