cooling pipes in a mass concrete

The contractor will cast a thick foundation having a thickness of 2.7 and 4.3m in one single phase. No construction joints are allowed.
As this is considered a mass concrete, temperature control is a must. therefore, we are going to cast it during the night and using embedded cooling pipes where a cold water will circulate. These cooling pipes (10cm diameter and having a spacing of 1.5m between them) are located at the mid depth of the concrete section.
The contractor will submit an official paper saying how he will control the water temperature at the inlet and outlet.
My question is : After concrete pouring, shall these pipes be filled with grout or no need ?

There's no need that I can think of. Void impact on moment and shear capacity should be negligible. And grouting wouldn't improve shear capacity anyhow.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
 
In dam construction, they are left open and manifolded to a central station to detect and locate damn leaks.
 
is mass concrete temperature control procedure engineer's scope and should show in the drawings how it should be done? or this is a contractor scope and engineer just need to note "mass concrete temperature control is contractor's scope".
 
The engineer has to specify, and be involved in making sure it is done. Some big contractors would have experience in mass concrete temperature control, but you can't depend on getting one who is committed to doing it right.
 
I was EOR on such a project, contractor hired specialist enginner who worked out sequencing, temperature calculations etc.
 
@klitor, what did you say in your drawing? Did you put contractor to hire 3rd party engineer specialized in mass concrete and temperature control? Or did you specify yourself the temperature control procedure in the drawings?
