Cutting tool failure

In our workshop gears on milling machine was subjected to some load, during the process of operation we heard a strange noise, then we off the machine unfutunately we found out that it was the gears (cutting tool) that squeez then will replace it. thesame thing happed again, we used it on soft metal it couldn't(it was thesame) we reported the case to the supplier. They sent us another one and we put it in another machine and it happen again. Am the only metatullurgist in the place, and my boss asked me to do mechanical test on the new ones we purchased i tried to explained to him that the failure of the cutting tools is as a results of improper production process but he wdn't believe me . please tell me what to do or is it mechanical test we need . This is my first challenge since i have been working for a yr now. Pls i need ur opinion.

What are you producing?
What material is the workpiece made of?
How hard is it when it gets to the milling machine?

What broke?
A gear hob?
A milling cutter? What kind? How many teeth, what material, etc.?
Some internal part of a milling machine?

Are you running the surface speeds and feed rates that are recommended?
What have they changed in the process? If they say nothing then they are either lying and hiding something or they are ignorant of what they have done.
