An anecdote from my industry, we're required to bollard pull test our vessels after certain events. We used to rent a load cell but the company that provided it has not been able to provide a cell for some time and we're late for tests. I have purchased my own cell and will perform my own testing. I will hire a 3rd party to supervise the rest and will maintain a NIST certificate on the cell.

We're also going to be required to provide opacity test results for our engine exhaust. There is no company to hire to perform this testing so I'm going to have to get certified and self report.

None of this feels right but it's what I have to do. At least I know I'll provide the correct results to the best of my ability.
 
It's been a while but I use to have opacity testing performed on the ship to shore cranes I took care of. The inspector said the training involved standing in a field with a smoke machine and comparing the smoke clouds to standard opacity slides. Do you have to do stack testing on the exhuast aswell?
 
Irregularities? is that what they are calling lies these days?
They were flat out making up numbers.
